TO BENEFIT THE INHABITANTS OF THE VILLAGES OF SCRATBY AND CALIFORNIA (THE AREA OF BENEFIT) WITHOUT DISTINCTION OF POLITICAL RELIGIOUS OR OTHER OPINION BY PROVIDING AND MAINTAINING IN THE INTERESTS OF SOCIAL WELFARE AND TO IMPROVE THE CONDITIONS OF LIFE OF THE SAID INHABITANTS A VILLAGE HALL FOR USE BY THE INHABITANTS (I) FOR MEETINGS LECTURES AND CLASSES AND (II) FOR OTHER FORMS OF RECREATION AND LEISURE-TIME OCCUPATION.
