(A) THE ADVANCEMENT OF EDUCATION AMONG ETHNIC MINORITIES IN THE BENEFICIAL AREA BY WAY OF TEACHING OF LANGUAGES, HEALTH EDUCATION, OR IN ANY SUCH OTHER WAYS AS THE GENERAL COUNCIL SHALL DETERMINE. (B) RELIEVING THE NEEDS OF THE SAID ETHNIC MINORITIES BY THE PROVISION OF AN ADVICEAND INFORMATION SERVICE.
