FOR THE BENEFIT OF PEOPLE OF EITHER SEX WHO HAVE NOT ATTAINED THE AGE OF 25 YEARS AND ARE RESIDING IN THE BENEFICIAL AREA, THE AWARD OF SCHOLARSHIPS, BURSARIES OR MAINTENANCE ALLOWANCES; GRANT OF FACILITIES OF ANY KIND NOT NORMALLY PROVIDED BY THE LOCAL EDUCATION AUTHORITY FOR RECREATION AND SOCIAL AND PHYSICAL TRAINING AND PROVISION OF FINANCIAL ASSISTANCE TO ENABLE BENEFICIARIES TO STUDY MUSIC OR OTHER ARTS.
