(2) IN PROMOTING THE EDUCATION, INCLUDING PHYSICAL AND SOCIAL TRAINING, OF PERSONS UNDER THE AGE OF 25 YEARS, WHO ARE OR WHO HAVE A PARENT RESIDENT IN THE AREA OF BENEFIT.
