PROVIDE FOR THE RELIEF OF OLDER PERSONS THROUGH THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATIONS, NOT NORMALLY PROVIDED BY THE LOCAL AUTHORITY AT CLAYGATE CENTRE FOR MEMBERS AND OTHER MEMBERS OF CENTRES FOR RETIRED PEOPLE WITHIN ELMBRIDGE.
