THE ADVANCEMENT OF THE FURTHER OR HIGHER EDUCATION OR THE VOCATIONAL TRAINING OF PEOPLE LIVING WITHIN THE LONDON BOROUGH OF TOWER HAMLETS INCLUDING BUT WITHOUT DETRIMENT TO ANY OTHER PURPOSE FOR WHICH THE TRUST FUND COULD PROPERLY BE APPLIED UNDER THIS CLAUSE, POWER TO MAKE PAYMENTS FOR COURSE FEES AND PAYMENTS IN THE NATURE OF GRANTS TO ENABLE SUCH PERSONS TO UNDERTAKE A COURSE OF STUDY OR VOCATIONAL TRAINING.
