TO PROMOTE RELIEF OF ALL PERSONS IN THE STATED DISTRICTS OF SPELTHORNE BOROUGH COUNCIL AND RUNNYMEDE BOROUGH COUNCIL WHO HAVE SUFFERED DISABLEMENT FOLLOWING A STROKE AND THE DEPENDENTS OF SUCH PEOPLE WHO ARE IN NECESSITOUS CIRCUMSTANCES.
