TO PROMOTE THE PHYSICAL AND MENTAL WELFARE OF PERSONS LIVING IN ENGLAND AND WALES WHO ARE SUFFERING FROM MENTAL OR PHYSICAL HANDICAP OR MENTAL ILLNESS ARRESTED OR INCOMPLETE DEVELOPMENT OF MIND PSYCHOPATHIC DISORDER OR ANY OTHER DISORDER OR DISABILITY OF MIND OR BODY AND IN PARTICULAR TO PROVIDE AND MANAGE CLINICS AND NURSING HOMES IN WHICH SUCH PERSONS MAY BE CARED FOR AND ACCOMMODATED AND PROVIDE SUCH OTHER SUPPORT AS IS NECESSARY FROM TIME TO TIME.
