TO RELIEVE IN CASES OF NEED HARDSHIP OR DISTRESS PERSONS RESIDENT IN THE COUNTY OF CAMBRIDGESHIRE WHO ARE ELDERLY OR WHO SUFFER FROM MENTAL OR PHYSICAL ILLNESS OR DISABILITY OR DISORDER AND TO THAT END TO MEET THE FINANCIAL EMOTIONAL PHYSICAL AND SPIRITUAL NEEDS OF SUCH PERSONS AND OF THE DEPENDANTS AND IMMEDIATE FAMILIES OF SUCH PERSONS IF THEY ARE ALSO FACING NEED HARDSHIP OR DISTRESS.
