TO FACILITATE PARENTS'GROUPS AND PARENTS IN ENHANCING THE EDUCATION WELFARE AND LEISURE OPPORTUNITIES OF VISUALLY IMPAIRED CHILDREN. TO PROMOTE THE CO-ORDINATION OF SERVICES BOTH STATUTORY AND VOLUNTARY PROVIDED BY PARENTS GROUPS AND ORGANIZATIONS RELATING TO VISUAL IMPAIRMENT.
