TO HELP AND EDUCATE YOUNG PEOPLE BETWEEN 14 AND 25 IN THE BOROUGH OF HALTON AND IN PARTICULAR BY PROVIDING INFORMATION, ADVICE AND COUNSELLING AMONGST YOUNG PEOPLE WITHIN THE AREA OF BENEFIT, AND TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME ACTIVITIES FOR THE SAID PERSONS.
