TO MAKE GRANTS TO ANY OF THE FOLLOWING PERSONS WHO MAY BE FROM TIME TO TIME IN NECESSITOUS CIRCUMSTANCES THAT IS TO SAY MEMBERS OF CLUBS AFFILIATED TO THE SOUTH EAST COUNTIES WOMENS' FOOTBALL LEAGUE OR SUCH OTHER LEAGUE WHICH MAY HAVE TAKEN OVER OR REPLACED THE SAID SOUTH EAST COUNTIES WOMENS' FOOTBALL LEAGUE AND OR THEIR NEAR RELATIVES OR DEPENDANTS
