IN ANY PART OR PARTS OF THE WORLD, INCLUDING, WITHOUT LIMITATION, ANY STATE OR TERRITORY WITHIN THE COMMONWEALTH, TO INVESTIGATE AND MAKE KNOWN THE NUMBERS, CONDITIONS AND NEEDS OF THE DEAF AND THE CAUSES OF DEAFNESS; TO PROMOTE THE RELIEF, EDUCATION AND EMPLOYMENT OF THE DEAF; TO INITIATE, STIMULATE AND CO-ORDINATE WORK FOR THE DEAF AND THE PREVENTION OF DEAFNESS; TO FOSTER COLLABORATION BETWEEN ORGANISATIONS FOR THE DEAF AND FOR THE PREVENTION OF DEAFNESS AND TO PROMOTE ACTIVITIES FOR THE BENEFIT OF SUCH ORGANISATIONS. ("THE DEAF" MEANS PERSONS WHO SUFFER FROM ANY DEGREE OF IMPAIRMENT OF HEARING).
