(B) TO PRESERVE AND PROTECT PUBLIC HEALTH, PARTICULARLY, BUT NOT EXCLUSIVELY WITH REFERENCE TO THE TREATMENT, TRANSMISSION, AND CONSEQUENCES OF ACQUIRED IMMUNE DEFICIENCY SYNDROME (AIDS) AND/OR HUMAN IMMUNE-DEFICIENCY VIRUS (HIV).
