TO RELIEVE YOUNG PEOPLE AND ADULTS WITH LEARNING DISABILITIES AND/OR PHYSICAL IMPAIRMENTS AND/OR MENTAL ILL HEALTH WHO CANNOT REALISE THEIR FULL POTENTIAL AND LEAD FULFILLING LIVES WITHOUT SUCH ASSISTANCE IN PARTICULAR BY THE PROVISION OF A SERVICE: (A) TO ASSIST SUCH PERSONS TO OBTAIN THEIR FULL RIGHTS AND PRIVILEGES AS CITIZENS AND (B) TO PROVIDE ADVICE TO SUCH PERSONS
