TO PROMOTE THE RELIEF OF PEOPLE WITHIN HEYWOOD AND MIDDLETON WITH A MENTAL HANDICAP BY RECRUITING LOCAL VOLUNTEERS TO BE MATCHED TOGETHER WITH SUCH PERSONS ON A ONE TO ONE BASIS FOR THE PURPOSES OF ADVOCATING FOR THE MENTALLY HANDICAPPED PERSON WITH REGARDS TO THEIR RIGHTS TO INTEGRATION AND FULL REPRESENTATION WITHIN THE COMMUNITY
