TO RELIEVE THE INHABITANTS OF THE BLACKBURN AREA PARTICULARLY THOSE OF PAKISTAN ORIGIN OR DESCENT WHO ARE IN CONDITIONS OF NEED HARDSHIP OR DISTRESS BY THE PROVISION FOR SUCH PERSONS OF ADVICE AND COUNSELLING ON SUCH MATTERS AS IMMIGRATION, HOUSING, EMPLOYMENT AND WELFARE RIGHTS. TO ADVANCE THE EDUCATION OF CHILDREN PARTICULARLY THOSE OF PAKISTAN ORIGIN. TO PROVIDE RECREATION AND LEISURE-TIME FACILITIES IN THE INTERESTS OF SOCIAL WELFARE
