FOR THE BENEFIT OF THE INHABITANTS OF THE COLCHESTER AND TENDRING DISTRICTS OF ESSEX THE ASSOCIATION SHALL APPLY ITS FUNDS TOWARDS SUCH CHARITABLE PURPOSE OR PURPOSES OR SUCH CHARITABLE INSTITUTION OR INSTITUTIONS AS THE EXECUTIVE COMMITTEE SHALL DECIDE.
