B) TO PROVIDE FACILITIES IN THE INTERESTS OF RECREATION AND OTHER LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF SUCH PERSONS BEING IN NEED OF SUCH FACILITIES BY REASON OF THEIR AGE, YOUTH, DISABLEMENT, POVERTY AND SOCIAL AND ECONOMIC CIRCUMSTANCES.
