(11)TO PROVIDE OR ASSIST IN THE PROVISION OF RECREATION AND OTHER LEISURE-TIME OCCUPATIONS IN RADNOR GARDENS FOR THE INHABITANTS OF TWICKENHAM WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
