THE RELIEF OF PRISONERS AT CHELMSFORD PRISON BY PROVIDING OR ASSISTING IN THE PROVISION OF FACILITIES AT THE PRISON WHICH THE PRISON AUTHORITIES DO NOT HAVE A STATUTORY DUTY TO PROVIDE, IN PARTICULAR THE PROVISION AND MAINTENANCE OF A WAITING ROOM FOR VISITORS (RELATIVE, FRIENDS AND ESPECIALLY MOTHERS WITH CHILDREN) TO INMATES OF THE PRISON.
