TO PROMOTE THE RELIEF OF PERSONS WHO HAVE SUFFERED DEATH, INJURY, DAMAGE OR LOSS WHETHER MATERIAL, PHYSICAL, MENTAL, EMOTIONAL OR FINANCIAL AS A RESULT OF CRIME OR AT THE HANDS OF CRIMINALS WHETHER CONVICTED OR NOT AND THEIR FAMILIES BY THE PROVISION OF CARE AND ASSISTANCE AND BY THE PROVISION OF COUNSELLING AND ADVICE TO VICTIMS OF CRIME AND THEIR FAMILIES WHO ARE IN NEED, DANGER, HARDSHIP OR DISTRESS.
