THE RELIEF OF ELDERLY PEOPLE BY SUCH MEANS AS THE EXECUTIVE COMMITTEE SHALL DETERMINE IN PARTICULAR BY THE PROVISION OF FACILITIES AT THE NEIGHBOURHOOD RESOURCE CENTRE WHICH THE LOCAL AUTHORITY DOES NOT NORMALLY PROVIDE OR HAS A STATUTORY DUTY TO PROVIDE.
