TO EDUCATE CHILDREN AND YOUNG PEOPLE ESPECIALLY BUT NOT EXCLUSIVELY THROUGH THEIR LEISURE TIME ACTIVITIES SO AS TO DEVELOP THEIR PHYSICAL MENTAL AND SPIRITUAL CAPACITIES AND SKILLS IN ORDER TO ENABLE THEM TO ACHIEVE THEIR FULL POTENTIAL AND TO GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND THEREBY TO ENABLE THEM TO MAKE A POSITIVE CONTRIBUTION WITHIN THE COMMUNITY AS A WHOLE
