TO ASSIST IN THE PROMOTION OF THE MENTAL MORAL AND PHYSICAL WELFARE OF YOUNG PERSONS BETWEEN THE AGES OF 11 AND 25 IN THE DISTRICT OF ELY TO FACILITATE THEIR EDUCATION SO THAT THEY MAY GROW TO FULL MATURITY AS RESPONSIBLE CITIZENS AND THEIR QUALITY OF LIFE MAY BE IMPROVED
