TO PROMOTE THE EDUCATION OF PERSONS UNDER THE AGE OF 25 YEARS RESIDENT IN THE PARISH OF MIDDLETON WHO ARE IN NEED OF FINANCIAL ASSISTANCE AND THE PROVISION IN THE INTERESTS OF SOCIAL WELFARE OF FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATIONS TO ENABLE SUCH PERSONS SO TO DEVELOP THEIR PHYSICAL, MENTAL AND MORAL CAPACITIES THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
