TO PROMOTE THE DEVELOPMENT AND PROVISION OF PLAY, RECREATION AND LEISURE-TIME OCCUPATION FOR ALL CHILDREN AND YOUNG PEOPLE IN WALES, WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR SUCH CHILDREN, BY PROMOTING THEIR PHYSICAL AND MENTAL WELL-BEING.
