TO PROMOTE EDUCATION AND RECREATION OF PERSONS LIVING IN THE NORTH WEST BY PROVIDING A NARROW BOAT, OR SUCH OTHER SUITABLE BOAT, SUCH PERSONS HAVING NEED OF THOSE FACILITIES BY REASON OF THEIR AGE,YOUTH,INFIRMITY OR DISABLEMENT, POVERTY OR SOCIAL ECONOMIC CIRCUMSTANCES.
