PUBLIC BENEFIT WITHIN THE AREA OF THE LONDON BOROUGH OF NEWHAM WITH THE OBJECT OF EDUCATING AND ASSISTING YOUNG PERSONS THROUGH THEIR LEISURE TIME ACTIVITIES SO TO DEVELOP THEIR PHYSICAL AND MENTAL CAPACITIES THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND IN FURTHERANCE OF THAT OBJECT TO PROMOTE AND UNDERTAKE TRAINING IN BASIC MECHANICAL SKILLS AND IN THE RIDING OF MOTOR CYCLES, PARTICULARLY OFF ROAD MACHINES AND THREE OR FOUR WHEEL VEHICLES, IN ORDER TO INSTIL A SAFE AND RESPONSIBLE ATITUDE TOWARDS ALL ASPECTS OF THEIR USE AND ENJOYMENT
