(B) IN SUPPORT OF THE ABOVE PURPOSES, TO PROVIDE A CONFIDENTIAL COUNSELLING SERVICE,EDUCATION, TRAINING, AND SUPPORT FOR COUNSELLING AND TO DEVELOP COUNSELLING RESOURCES.
