TO PROVIDE FOR THE INHABITANTS OF FOWNHOPE AND NEIGHBOURHOOD IN THE INTERESTS OF SOCIAL WELFARE FACILITIES FOR RECREATION AND LEISURE-TIME OCCUPATION FOR THE PURPOSE OF RELAXATION AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
