TO PROVIDE OR ASSIST IN THE PROVISION IN THE LOCALITY OF FACILITIES FOR RECREATION OR OTHER LEISURE-TIME OCCUPATION FOR PEOPLE WHO HAVE NEED THEREOF BY REASON OF MENTAL HANDICAP WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
