TO PROVIDE OR ASSIST IN THE PROMOTION OF FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION OR OTHER LEISURE-TIME OCCUPATION OF PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE, AND (B)TO ADVANCE THE EDUCATION OF CHILDREN AND YOUNG PERSONS THROUGH LEISURE-TIME ACTIVITY SO AS TO DEVELOP THEIR PHYSICAL, MENTAL AND SPIRITUAL CAPACITIES THAT THEY MAY GROW TO MATURITY AD INDIVIDUALS AND MEMBERS OF SOCIETY.
