1) TO ADVANCE THE EDUCATION AND TRAINING OF VIETNAMESE IN PORTSMOUTH AND SOUTH EAST HAMPSHIRE 2) TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITION OF LIFE OF VIETNAMESE PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY, DISABLEMENT, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES. 3) TO PROVIDE RELIEF FOR THE VIETNAMESE AND THEIR DEPENDENTS WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS.
