THE RELIEF OF DISABLED PERSONS RESIDENT WITHIN THE EAST MIDLANDS BY BRINGING SUCH PERSONS INTO CLOSER ASSOCIATION WITH ABLED BODIED PEOPLE, PARTICULARLY BY PROVIDING OR ASSISTING IN PROVIDING FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
