C.TO PROVIDE FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION OF PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH,AGE,INFIRMITY OR DISABLEMENT POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
