RELIEVING GENERALLY OR INDIVIDUALLY SERVING OR FORMER MEMBERS OF THE EXISITING AND FORMER REGIMENTS, INCLUDING ANY UNIT OF THE TERITORIAL ARMY, AND THEIR DEPENDANTS WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
