(B)TO RELIEVE PERSONS WHO ARE IN CONDITIONS OF NEED HARDSHIP OR DISTRESS OR WHO ARE AGED OR SICK IN PARTICULAR IN THE SAID REGION AND AT THE DISCRETION OF THE TRUSTEES ELSEWHERE IN THE WORLD.
