(1)TO RELIEVE HARDSHIP AND DISTRESS AMONGST THE HOMELESS WITHIN THE DISTRICT ADMINISTERED BY CHELMSFORD BOROUGH COUNCIL AND AMONGST THOSE LIVING IN ADVERSE HOUSING CONDITIONS IN PARTICULAR BUT NOT EXCLUSIVELY BY: 1.THE PROVISION OF EMERGENCY ACCOMODATION AND ASSOCIATED SERVICES 11.THE PROVISION OF ASSISTANCE TOWARDS ACQUIRING A SETTLED WAY OF LIFE THROUGH REHABILITATION AND PERMANENT ACCOMODATION. (2)THE RELIEF OF POVERTY OF PERSONS LIVING IN THE ABOVE-MENTIONED AREA.
