(1) FOR THE RELIEF OF CHILDREN WHO ARE DISABLED (AND WHO THEREFORE HAVE SPECIAL NEEDS) BY PROVIDING AND ASSISTING IN THE PROVISION OF FACILITIES, EQUIPMENT, ITEMS AND SERVICES SO AS TO RELIEVE SUCH CHILDREN OF THEIR DISABILITIES, TO HELP THEM GROW TO MATURITY AND TO IMPROVE THEIR CONDITIONS OF LIFE AND BY ASSISTING THE PARENTS AND CARERS OF SUCH CHILDREN IN THE CARE OF THEIR CHILDREN. (2) FOR THE ADVANCEMENT OF THE EDUCATION OF CHILDREN WHO ARE DISABLED (AND WHO THEREFORE HAVE SPECIAL NEEDS) AND OF THEIR PARENTS AND CARERS.
