THE RELIEF OF PERSONS WHO ARE DEAF OR HARD OF HEARING IN PARTICULAR BY THE PROVISION OR ASSISTING IN THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF SUCH PERSONS.
