(2) TO CARRY OUT AND COMMISSION STUDIES AND RESEARCH INTO THE PROVISION OF EDUCATION AND TRAINING INCLUDING VOCATIONAL TRAINING AND THE SPECIAL NEEDS OF REFUGEES AND THEIR FAMILIES AND TO PUBLISH THE USEFUL RESULTS OF SUCH RESEARCH FOR THE BENEFIT OF THE GENERAL PUBLIC
