(1) TO ADVANCE THE EDUCATION OF THE PUBLIC BY THE PROVISION OF LANGUAGE CLASSES (20 TO PROVIDE AND MAINTAIN SUCH COMMUNITY MEETING PLACES IN ORDER TO PROVIDE FACILITIES FOR THE RECREATION AND OTHER LEISURE-TIME OCCUPATION OF THE RESIDENTS OF SHADWELL GARDENS AND THE NEIGHBOURHOOD WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR ALL THOSE PERSONS WHO ARE IN NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY, OR DISABLEMENT, POVERTY OR SOCIAL ECONOMIC CIRCUMSTANCES
