INCOME AND PROPERTY IN SUCH PROPORTIONS AS BETWEEN THE FIVE DISTRICTS SPECIFIED IN CLAUSE 3 OF THIS SCHEME AS THE TRUSTEES SHALL FROM TIME TO TIME AGREE IN PROVIDING HOLIDAYS FOR CHILDREN AND YOUNG PERSONS WHO HAVE NOT ATTAINED THE AGE OF 18 YEARS AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
