ALMSHOUSES FOR POOR SINGLE PERSONS WHO (EXCEPT IN SPECIAL CASES TO BE APPROVED BY THE COMMISSIONERS) ARE RESIDENTS OF THE TOWN OF WALLINGFORD. PREFERENCE SHALL BE GIVEN TO WIDOWS OR WIDOWERS WHO AR QUALIFIED AS AFORESAID.
