TO PREVENT AND RELIEVE POVERTY OR FINANCIAL HARDSHIP BY USING THE INCOME OF THE CHARITY TO MAKE GRANTS TO PEOPLE LIVING IN THE CITY OF TRURO WHO ARE IN FUEL POVERTY, OR AT RISK OF BEING IN FUEL POVERTY. "FUEL POVERTY" MEANS THE INABILITY TO AFFORD OR ACCESS ADEQUATE ENERGY SERVICES.
