ALMSHOUSES FOR POOR OLD PERSONS WHO (EXCEPT IN SPECIAL CASES TO BE APPROVED BY THE COMMISSIONERS) ARE INHABITANTS OF THE AREA OF BENEFIT. SO FAR AS PRACTICABLE ONE AT LEAST OF THE RESIDENTS SHALL ALWAYS BE A SEAMAN OR THE WIDOW OF A SEAMAN.
