ALMSHOUSES FOR POOR PERSONS WHO (EXCEPT IN SPECIAL CASES TO BE APPROVED BY THE COMMISSIONERS) ARE RESIDENT IN THE AREA OF BENEFIT AT THE TIME OF APPOINTMENT AND FOR THE PROVISION OF REQUISITES FOR THE ALMSPEOPLEPREFERENCE TO PERSONS QUALIFIED AS AFORESAID WHO ARE PHYSICALLY DISABLED BUT ARE ABLE TO MAINTAIN THEMSELVES BY THEIR OWN EXERTIONS. SUBJECT THERETO FOR THE PURPOSE OF RELIEVING IN CASES OF NEED PERSONS RESIDENT IN THE AREA OF BENEFIT WHO ARE SICK CONVALESCENT DISABLED HANDICAPPED OR INFIRM.
