(C) MAINTAIN REPAIR AND INSURE THE READING AND RECREATION ROOMS. (D) FOR THE BENEFIT OF THE POOR INHABITANTS. PROVIDING OR ASSISTING IN THE PROVISION FOR THE BENEFIT OF THE INHABITANTS OF THE PARISH OF WINKLEIGH WITHOUT DISTINCTION OF POLITICAL RELIGIOUS OR OTHER OPINIONS OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE INHABITANTS .
