FOR PENSIONERS NUMBERING NOT LESS THAN EIGHT OF WHOM NOT LESS THAN FOUR SHALL BE WIDOWS WHO ARE POOR PERSONS OF GOOD CHARACTER WHO SHALL HAVE RESIDED IN THE AREA OF THE URBAN DISTRICT OF WOOD GREEN AS CONSTITUTED ON THE 28TH FEBRUARY 1896 FOR NOT LESS THAN SEVEN YEARS AND IN RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE SAID AREA WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
